This is cool and all but what we really need is an ELB failover to some S3 static website.

Hi Lrauf,
Isn't this ELB failover you request , just the functionality that was announced on 31/5/2013: http://aws.typepad.com/aws/2013/05/amazon-route-53-elb-integration-dns-failover.html ?
You can configure a failover record of type primary to an ELB and a failover record of type secondary to an S3 site.
