Great info. I think it would be worth to mention that by default RDS has (as MySQL) read-only enabled for read replica so the step 0 for "Perform DDL Operations" is likely to be a rds-modify-db-parameter-group. Actually most likely to have a separate one for the read replica you are going to change (as you hardly want write enabled on standard read replica)

If you can combine this with read replicas that work across-regions, we'll finally have a (real) good option for handling a full region failure!
